Implement and promote Launchpad Translators Group

Create a Launchpad Translators Group as a confederation of translation teams for each language.
All members of Launchad Translators should be experts in translating into at least 1 language.

Projects should be able to trust Launchpad Translators and ask it to manage translations of their software.

At the beginning we can start by including Ubuntu Translators Team for each language, together with other translation teams or persons who for one reason or another don't want to be part of Ubuntu Translators but are willing to use rosetta for translating various projects.

Basicaly Launchpad Translators should be a "confederation" of Launchpad teams and persons doing translations for a specific language.

== Include all Ubuntu Translators teams ==
 * Ubuntu teams are already assigned to many other projects in Launchpad
 * At the beginning we can start by including Ubuntu Translators Team for each language, together with other translation teams or persons who for one reason or another don't want to be part of Ubuntu Translators but are willing to use rosetta for translating various projects.
 * The main problem with this is that not all Ubuntu Translation teams have high quality standards

 * can we create the Launchpad Translator Certification ? see if we can do this in Launhpad Standards ?
 * ask for feedback from the comunity to see if a translation team is doing well
 * before aproving a team, ask to gather community feedback and prove they are doing well
 * trust Gnome/KDE/Mozilla/oo.org upstream teams ?
 * look at upstream contributions
 * strict with major languages
 * permisive with new languages

 * Ubuntu translation team are doing well but we need to find a way of find someone to coordinate and organize comunication and colaboration between teams

  * See how translation teams and project owners can cooperate

 * We need to create a new team for each language.
 * Right now lauchpad-* team names are blacklisted, so you must create it under lp-l10n-CC , where CC is your 2 letter language code

 * Romanian, Serbian, Italian and some other teams in place.
 * Launchpad Standards Developers team... inactive for now
 * Guidelines for new teams - https://help.launchpad.net/Translations/Guide
 * Description of Launchpad Translators and info about joining and creating a team
 * Launchpad Translation team in LP, mainly for the mailinglist and contact form https://edge.launchpad.net/~launchpad-translators
 * increase the number of teams from LP group
 * check wikipages for spelling errors
 * make the wikipages visible in Launchpad help
 * modify the Translation/Group page to recommend Launchpad Translation as the default translation group . New translation groups should only be created for projects with special needs

 * try to merge other one project translation groups into Launchpad Translation Group
   * I wil deffer this action as I don't think we need to „hunt” those project. When Launchpad Translation Group will grow they will migrate to it.
