Launchpad Test Bot

We should run a test running bot and allow Launchpad developers to send requests to it to run the tests on a specified launchpad branch.
This would serve two purposes:
1) Offload running tests from less powerful laptops to a well specced server
2) The pending reviews system could tie in so a reviewer can see if tests pass on the branch.
