Track and manage QA activities through launchpad.

This specification should discuss how we can create a QA subportal of launchapd, for tracking and managing all QA activities per project/component/distro/product/upstream component. This tool could benefit from the already existing people and team management available in Launchpad, as well as provide linking between testplans and QA procedures to other entities in launchpad.

Would be nice to try and model some of [1]'s capabilities as on online test management tool.
