Better handling of "last translator" on import & export

Right now, when we import a translation, the person named in the Last-Translator field (if any) is credited as both the translator and reviewer for translations found in the file. This causes several problems:

 * For user uploads, Last-Translator isn't always updated so may not indicate the right person (bug 118527). For user uploads the uploader is a more reliable indicator of authorship.

 * Messages can be shown as "translated and reviewed" by someone who in Launchpad isn't privileged to edit the translation (bug 261660) or perhaps isn't even using Launchpad.

We can fix these problems by:

 * Not exporting the last translator, so incorrect values are not left in imports by default.

 * Ignoring the last-translator field for user uploads, relying on the importer's identity instead.
