Launchpad-bug-simulator, to improve the quality and number of triaging participants

A Bug-Simulator where project leaders or otherwise privileged participants of a project can select successfully fixed bugs, and given tools, work the bug backwards and strip out the "correct" process of triaging, New triagers can work in the bug simulator working with sandbox bug reports, being instructed, and corrected on the proper way to triage a bug in a particular project. The bug simulator can be an automated interactive way to teach new triager best practices, like finding duplicate bugs/ linking to upstream/ and asking for necessary information, all rolled up in a unified experience (currently alot of this information is scattered over wikis, forums, irc channels, etc) this leads to increase in the new triager's confidence and skill leading to increased participation and quality where developers of projects need it the most.
