Import translation templates from Bazaar branches in Launchpad

We should periodically import translation templates (POT/XPI files) from Bazaar branches hosted in Launchpad into projects' translations system. We should separately work on importing static POT files.
The cronjob that does this should inform the importing person by e-mail about upload errors.
