Import Status Change Notification

Right now, there is no import queue action notified to the user by Launchpad. That's bad for administrators because for rejections and more info request, the administrator needs to write an email directly in his email client.

With this new feature, Launchpad will allow a set of standard answers. When changing the status of a set of entries, the administrator will be able to select one of them or add a custom one so, when the form is submitted, the importer will get the selected answer.
