Guided bug filing process

To reduce the number of duplicate bug reports, we will modify the filebug workflow to include a search for if a bug already exists. The user will be prompted to enter some keywords and be shown a list of the most commonly reported bugs, and a list of bugs that look similar to the keywords they enter.
