Launchpad as collaborative PO editor

Provide ways for translation teams to add PO templates and coordinate translation thereof without the need to create new projects.
Basically, the idea is to avoid people opening products so they could translate application using Launchpad, and let them have all the advantages of Launchpad for their translation team even if the product maintainers don't want to use LP officially.
