Landing Target Decoration

We'd like to decorate the branch landing target in launchpad displays with information about whether it will merge cleanly into its landing target. For performance and scalability we want external agents to handle the computation of this merge result, and to be able to upload that data to Launchpad. This spec covers the XML-RPC interface and data structures needed in LP to allow that decoration process.
