Rework Soyuz for multiple archives

We will change the data model so that there can be multiple package archives for a single distribution. Each distribution will still have a main archive, which will be the archive for that distribution, but other archives will be able to exist, patterned after that distribution (in terms of possible releases, sections, components, pockets, etc). These additional archives will be the technical basis for delivering PPA.
