API Base: Conditional GET

Some clients will be fetching representations of resources very frequently. To make this more efficient we will serve the HTTP headers that make Conditional GET possible.
We will know we have finished when each of our resource classes responds to GET by serving appropriate ETag and/or Last-Modified data.
