I don't use any http proxy connection. It is direct link behind a cisco router.
And I had disable the firewall of the router and it work without any problem after the first feedback that I had from launchpad.
It is however quit strange because this is the first time that I had problem downloading a pgp key. My firewall settings are not change for a long time.
If you wish I can send you your request about the $http_proxy parameter.
