Moving this back to Triaged. A discussion with wgrant and lifeless yesterday highlighted that this bug may well go away in the near-mid future when some attention is paid to fixing the way that nominations work. Fixing this bug in isolation would be a wasted effort.

Fixing the OOPS, however, is a good idea, so I'm going to create a separate bug for that. Apologies for the status flap.
