Improve L2TP over IPsec Support

A standalone GUI with system tray icon to add, edit, delete, establish and close L2TP over IPsec VPN connections. Establishing and closing connection can be done by non privileged users. Administration (add, delete and edit) is only for privileged (root, administrator) users.

Must support IPSEC PSK (secret) and certificate (rsasig) authentication.

Must support EAP-TLS PPP authentication even with certificates on a smart card.
