Migrate current gates to Zuul-V3 native
Our current gating system is still using zuul-v3 [1] legacy based. On top, we're still using devstackrc and some legacy code, so we'd need to refactor and migrate all to zuul-v3 native yaml and ansible based syntax (i.e. [2])
