Move SVC annotations to CRDs
We need to start relying more on CRDs on the kuryr side as a way of syncing between Kubernetes resources and their corresponding OpenStack resources. This will help to skip calls to OpenStack APIs, as well as to help tracking resources upon unexpected failures.
