Move to kubeadm for devstack deployment

Up until now, we've been using hypekube to set up the Kubernetes cluster that we use in the integration. Unfortunately, hyperkube has fallen into unsupported status in the Kubernetes community. It has been superseeded by kubeadm[0], so we should move to that before hyperkube breaks.
