Recover precreated ports at NeutronVIFPool driver

NeutronVIFPool driver deletes the existing pre-created ports.
This blueprint targets to modify this behavior so that the pre-created
ports are recovered instead of deleted, by associating them to their
respective pool, similarly to how it is done for the NestedVIFPool driver.
