Review and Revise the Kubuntu Documentation for Lucid

The current Kubuntu Documents are a bit out of date and are not organized very well. There are also problems on how the translations of Kubuntu Docs works correctly.
This cycle we need to completly re-work the documentation to clean things up and make this LTS a great release for Kubuntu and its documents
