use pacemaker and corosync to construct HA cluster in kolla

Now we use keepalive and haproxy to contruct load balance cluster in kolla, I think the High availability is sometimes weakly through keepalive .so I suggest we can use pacemaker and corosync to contruct the OpenStack cluster to improve the High availability
