Unix singals handling in Kolla image

Currently, there are some lib and service support SIGHUP for zero-downtime reconfiguration. E.g: (oslo.log, glance: https://blueprints.launchpad.net/glance/+spec/sighup-conf-reload). So, we should support signal handling and passing to service process in container init process.

Benefits:
- Optimize reconfiguration.
- Graceful shutdown service.
