Universal deployment tool agnostic OpenStack containerization

There are different deployment tools that are already consuming containers for
OpenStack installation:

* Kolla-Ansible
* Kolla-K8s
* Kolla-Mesos (abandoned, but still good example)

and that others that could potentially use them as an option:

* Puppet
* Fuel
* Chef
* and etc.

Due to the number of potential consumers of OpenStack containers it'll be great
to have a single approach for containerizing all OpenStack services and have a
CI pipeline that will produce well tested images and publish them to make
different deployment tools be able to re-use the same containers. The main
benefit is that there will be huge community working on the same set of the
container images and consuming them in different deployments that will provide
great feedback.
