Add support for minimalistic operating systems

In the recent year(s) there has been a wide adoptation of containers, and especially of docker. With that, there has also been an explosion of new container-centric operating systems like coreOS, Atomic, rancher OS to name a few. Looking forward, containers seems to be on the road to replace traditional package mgmt formats like rpm and dep. And when the normal way to deploy any type of sw is to deploy a container, it will challenge the need for a full blown bloated host OS. One only needs a "containervisor"

Kolla should consider supporting one or more of these minimalistic operating systems already today. Primarily for 2 reasons
1. They will become more and more popular and might one day replace the default choice of operating system in the DC
2. These new OS's will most likely impact design decisions in kolla. They are different from normal distributions and some things that are done in Kolla today might not work.
