Add skydive service for monitoring and troubleshooting networking in Openstack

skydive [1] allows openstack operators to easily monitor and troubleshoot networking in the cloud.
The project already has a devstack plugin [2].
skydive can use elasticsearch as backend. skydive could rely on the one deployed by kolla.
The work is ongoing on tripleo [3].
