Use data container with /run directory where possible

Use a data container for /run to share between the various container sets.
Off the top of my head this may require the following container names:
haproxy+keepalived = loadbalancer_data
neutron all he agents = neutron_agent_data
possibly nova and libvirt and friends, although I think nova will need /run host bind mounted to access systemd.
