Refactor compose to be consistent with config-external

compose is designed around config-internal. The dev-quickstart is designed around config-internal. The following should be done:
1. Compose directory should be refactored
2. The kolla-compose tool needs to be deleted
3. The ansible documentation needs to be merged into dev-quickstart
4. The compose based instructions need to be removed from dev-quickstart
