As discussed at PTG on Nov 7-8, RabbitMQ upgrade from 3.7 to 3.8 would be a good improvement for Kolla.
RabbitMQ 3.8 ships with some major features like:
1. Quorum queues
2. Feature flags
3. Built-in Prometheus exporter
