rabbitmq prometheus exporter

This is useful for monitoring things like the number of unacknowledged messages
in queues. RabbitMQ lists two different 3rd party solutions for getting RabbitMQ
stats into Prometheus [1]. Here we choose the external exporter, rather than the
RabbitMQ plugin to make it less disruptive to enable for people already running
RabbitMQ.
