Modify openvswitch containers to have ovs-tcpdump working

A new tool named ovs-tcpdump was introduced in openvswitch v2.6. This tool is a wrapper written in python to make easier snooping an ovs interface. The tool requires several python libraries (netifaces and ovs python lib) and, of course, tcpdump.
