Add build/deploy gates for oraclelinux base

Paul - I saw an experimental gate of these jobs pass. Can you fix up the work items and make the gate non-voting and non-experimental? That said, I am kicking this blueprint out of mitaka because its too late in arrival. -sdake
Hi Steve - unfortunately although the gates seem to be passing (green), the deploy jobs are actually actually failing. I was sure I logged a bug about this as it would affect all distros but can't seem to find it so will log one now. -pbourke
Paul - I didn't actally check the output :) My bad. I saw green and assumed you had and just weren't quite finished. Thanks for the update. I've moved this to newton-1, but all gate work has access to fullback port support (so we have same gating running on every version). --sdake
