Create an OpenStack 'common' Container
Currently we have a big fat base container that all other containers are based off of. What we really need is a openstack-common type container to isolate the deps that only OpenStack container will care about. This should reduce overall size and speed up build times. It will also allow for greater control over where to place packages.
