As a user, I would like to be able to build Kolla images
against offline Yum repositories so that I can conserve bandwidth and more rapidly build new changesets.

Details:
In the base/Dockerfile.j2, multiple repo files are copied into the base image that point to online repos. I have a local Katello server that I can use to maintain mirrors of all the repos necessary. This drastically reduces build time and conserves network bandwidth. A similar setup could be used to provide faster continuous integration testing. Lastly, this enables builds in complete offline environments.
