Setup a container to offer novnc console access to instances.

This BP implements the novavnc service. Clients can connect to nova-vncproxy using a token obtained from nova-api and they will be routed to the correct compute node where the instance sits (and the novnc daemon process).
For starters, this focuses on noVNC. SPICE will be a future addition.
