Kolla on Power server i.e., ppc64le architecture compatible
This is intended to make Kolla work on Power Hardware which is of ppc64le architecture. Base OS for this will Ubuntu-16.04.

As we are considering base OS as Ubuntu 16.04, most of the existing docker files and playbooks will work. There may be few docker files which need changes. These changes may be related to few packages which are not available for ppc64le architecture. For such packages source installation need to done.
So, respective changes need to handled in few docker files.

we support ppc64l3 through centos base image. So let us mark this as implemented.
