Kolla should implement live migration

In order to do live migration, Libvirt needs to work with the --listen flag. We need to further develop the libvirt container to support that so it can be consumed by all deployment tools.

I handle this in the ceph patches because some of these settings were needed to change with ceph as well. --SamYaple
