Implement kolla-compose script

The docker-compose tool is single node and does nearly the same job as Ansible would in this specification. As a result, we recommend deprecating docker-compose as the default deployment system for Kolla.
Rename the kolla script to kolla-compose since we will also have a kolla-ansible script for the ansible deploy method.
