Design an image building workflow for development that does not break things for other people

If a developer pushes an image to docker hub that is broken, that can cause problems for other developers who expect that image to work in order to test their own images. This needs to be managed in some way to avoid conflicts, because the conflicts can result in wasted time as people chase the resulting errors.
