Extract customisation block from Dockerfile

Currently, it's not convenience for pure operators to read the Dockerfiles and find which customization block they need. We can do something to make our documentation better:
- Write script to extract customizable block from Dockerfiles and put it in Kolla's documentation.
- Define comment convention for these blocks to extract it later in documentation.
