enable docker-compose container

docker-compose now is install by pip on the hosts.it's require many other python pkg. Also we may be install pkg on the host by yum or any else pkg manage tool. The pkg we install may will different version install by pip.That's will cause a version conflict problem.
If we dockerize docker-compose the problem will not happened.
