Generate ini-type configuration files dynamically

Currently we use crudini and manually encoded options to read environment variables to populate content the content of a configuration file (/etc/glance/glance-api.conf for example). This will allow the option of dynamically generating these files based on an environment variable without the need for each option to be specified.
