Identify the key/value parameters and their default values

The purpose of this specification is to identify all of the key value pairs we intend to offer customization via parameterization and their default values. The specification will include the following:
* A list of global key/value pairs with defaults for operating the OpenStack cluster
* A list of per-container key/value pairs with defaults for operating the individual containers in OpenStack
* An identification of key/value pairs that should be exposed in a general fashion
* An identification of key/value pairs that should be exposed only internally to a higher level layer responsible for orchestrating the deployment architecture
