Create a specification for handling H/A of services

Create a specification for handling of HA services.

Our initial hardware model will be one where there each rack in a datacenter contains three separate controller hardware components for running the controller container sets, with the remainder running either storage or compute nodes. For each separate controller hardware system, 3 replicas of the container set will run to provide n+2 redundancy.

We will model 3 separate racks,each with 3 hardware systems, each with 3 software replicas for a total of 27 container sets in operation across the OpenStack cluster.
