Use copy after install not prior to install

Using copy prior to install of the packages results in long download times. The RPMs rarely change, so might as well build them first then copy in the small changes after. This way an updated image will download quickly since the start.sh is most likely to change. If the RPMs change, the old long download behavior would be expected.
