Build or find a docker PPA with --pid=host option

To support functional test cases, we need a PPA with the latest docker codebase. Someone will have to package using deb the latest master version of docker based upon the existing docker ubuntu packaging. The version of docker in Ubuntu trusty is too old to support SPC around functional testing.
