Add cronjob to infra to push images for stable and master

There was a lot of confusion/problems (especially for kolla-k8s) that was caused by impossibility to pull latest images on stable branches. We discussed this topic on meeting in 15.03.2017 and we think it would be good to have daily pushes of all stable+master
