Add OpenVSwitch control tool to compute images

The main goal of this blueprint is to provide ovs-vsctl tool to all of the compute images. This tool is needed by almost all of services to handle basic flow over neutron with OpenVSwitch.

No, because binary files of nova-compute and neutron require this tool. Without this until VM spawning, You've got few tracebacks :( - mstachow
mastachow, the openvswitch utils only need to exist in the neutron-agent container. nova-compute does not need them at all since it talks to neutron. -syaple
