Add an alternate set of images based on Oracle Linux
We would like to contribute an alternate set of images to Kolla based on Oracle Linux.
Benefits to Kolla include a potential increased user base, further testing of how well OpenStack services run on Docker in general, as well as providing a concrete implementation of how to add more distros to the existing project structure.
The goal would be to implement and submit these one by one, starting with the base image. Install method will likely be source first, which should be of use to the existing centos implementation when looking to provide source installs as an option.

use the from source blueprint for the remainder of these baed upon centos and then setup appropriate linking via a new blueprint for OL. -sdake
