Add our first functional test for rabbitmq

Add a unit test which uses rabbitctl to access the rabbitmq server and validate it is running.

The test case should start the container, run the test case, and stop the container.

This model will be replicated for every container in the system eventually, so good care should be taken to ensure it oeprates correctly.
