Implement a watchdog service

On multinode Mesos cluster there will be situations when services will leave and join the Party and the almost all OpenStack services should be aware of this change.
A good example is RabbitMQ and the list of hosts in each OpenStack service's configuration.
Therefore, we should have a watchdog service, watching for ZooKeeper node and restarting all affected apps.
